Your USDOT Number

You must have an active USDOT number before filing the BOC-3. The process agent company needs this to link the filing to your FMCSA record.

Your MC, FF, or MX Number

Your MC authority number (even if still in pending status) is required. The BOC-3 is filed against this number. Brokers need their MC-B number; freight forwarders need their FF number.

Navigate to your chosen blanket agent service and select their BOC-3 filing option. Most services have a dedicated landing page or order form for BOC-3 filings. You do not go to FMCSA directly — the agent company handles the FMCSA submission.

Provide your legal business name (exactly as it appears on your FMCSA record), USDOT number, MC/FF/MX number, business address, contact email, and phone number. Agent Files Form BOC-3 with FMCSA

After receiving your information and payment, the agent company prepares and submits Form BOC-3 electronically to FMCSA. This designates their network of process agents across all required jurisdictions under your company's name and authority number. You typically receive a confirmation email within 24 hours.

Verify on FMCSA SAFER

After receiving confirmation that your BOC-3 has been filed, verify it on the FMCSA SAFER system. Look up your company and check that the "Process Agent (BOC-3)" field shows "On File." This is one of the three conditions required for your MC authority to become active (along with insurance filing and protest period completion).

File During the 21-Day Protest Period

Do not wait until your MC authority protest period ends to file the BOC-3. File it within the first few days of receiving your MC number. This way, the BOC-3 is already processed and on file before the protest period ends, eliminating unnecessary delays in activating your authority.

Verifying Your BOC-3 Filing

After your process agent submits the BOC-3, verify it appeared on your FMCSA record:

Check SAFER System

Go to safer.fmcsa.dot.gov and search for your company by USDOT number or MC number. In the company snapshot, look for "Process Agent (BOC-3): ON FILE."

Check Authority Status

While on SAFER, also check your operating authority status. If your BOC-3 is on file, insurance is filed (BMC-91X), and the 21-day protest period has passed, your authority should show "Active."

If It Does Not Show

Wait 3 business days after the agent confirms submission. If it still does not appear, contact your process agent company and ask them to verify the filing was accepted by FMCSA. Occasionally, data entry errors require resubmission.

Common BOC-3 Filing Mistakes

These errors are easily avoidable but cause real delays in authority activation:

Waiting Until After the Protest Period

Many carriers wait until their 21-day protest period ends before filing the BOC-3. This adds 1-3 more days of delay after the protest period ends. File the BOC-3 immediately after receiving your MC number to avoid this.

Name Mismatch with FMCSA Record

If your business name on the BOC-3 does not exactly match your FMCSA registration, the filing may be rejected or delayed. Use your legal name precisely as it appears on your DOT/MC registration — not a DBA or trade name unless that is what FMCSA has on file.

Using an Unreliable Agent Company

Choosing the absolute cheapest service without checking their reputation can backfire. If the agent company goes out of business, your BOC-3 becomes invalid and you will need to file again with a new company. Use established providers with a track record.

Not Verifying on SAFER

Some carriers pay for the BOC-3 and assume it is done without verifying on SAFER. Occasionally filings get stuck or rejected. Always verify within 3-5 business days by checking your company snapshot on SAFER.

Updating Your BOC-3

While the BOC-3 does not require annual renewal, there are situations where you need to file an updated form:

Changing process agent companies: Your new agent files an updated BOC-3 that replaces the previous filing. The old agents are automatically removed.

Agent company ceases operations: If your agent goes out of business, find a new provider and have them file an updated BOC-3 immediately.

Adding new authority types: If you add broker authority (MC-B) to your existing carrier authority (MC-P), verify your BOC-3 covers both.

Here is a realistic timeline for the entire BOC-3 process:

Same Day: Choose Agent and Pay

Selecting a blanket agent company, filling out their form, and paying takes 15-30 minutes.

1-3 Business Days: FMCSA Processing

After the agent submits the electronic filing, FMCSA processes it within 1-3 business days. Some expedited services claim same-day processing.

Day 3-5: Verify on SAFER

Check your SAFER record to confirm BOC-3 status shows "On File." If it does not appear after 5 business days, contact your agent.
