Proof of Identity

One of: valid state driver's license, state ID card, or U.S. passport. The document must be unexpired and include a photograph. Your CDL is acceptable as your primary identity document.

Proof of Citizenship or Immigration Status

U.S. citizens: birth certificate, U.S. passport, certificate of naturalization, or certificate of citizenship. Permanent residents: unexpired Permanent Resident Card (Green Card). Other immigration statuses: applicable immigration documentation showing lawful presence.

Social Security Verification

Your Social Security number (SSN) is required for the background check. You do not need to bring your physical Social Security card, but you must know your number. TSA verifies your SSN against Social Security Administration records.

Payment

$125.25 for a new card (or $60 for renewal/reduced fee). Payment is made during pre-enrollment via credit card, debit card, money order, or company check. Cash is not accepted for online pre-enrollment but may be accepted at the enrollment center — check your local center.

Bring Extra ID

Step 1: Pre-Enroll Online

Schedule your enrollment appointment

Select an enrollment center near you and choose an available appointment slot. Centers are located throughout the country, often near major ports and metropolitan areas. Some centers accept walk-ins, but appointments are strongly recommended to minimize wait times.

Find Your Nearest Enrollment Center

Use the enrollment center locator on the Universal Enrollment Services website to find the closest center. Most major cities and port areas have at least one center. If you live far from a center, check for mobile enrollment events that TSA occasionally holds in underserved areas.

Step 2: In-Person Enrollment

The in-person enrollment appointment is where your biometrics are captured and your identity documents are verified. Appointments typically take 15-30 minutes.

Present identity documents

Hand over your ID, citizenship proof, and any supporting documents. The enrollment agent verifies everything against what you entered during pre-enrollment. Discrepancies must be resolved before proceeding.

Fingerprint capture

All ten fingerprints are scanned digitally. The fingerprint templates are stored on the card's integrated circuit chip and used for biometric verification at port facilities. Make sure your fingers are clean and dry — lotion, dirt, or cuts can affect scan quality.

Photograph

A digital photograph is taken for the card face. Remove hats, sunglasses, and any head coverings not worn for religious purposes. The photo will be printed on your TWIC card and used by security personnel for visual identification.

Receive enrollment confirmation

You receive a confirmation receipt with your enrollment ID and estimated completion date. Keep this receipt — you will need the enrollment ID to check your application status online and to pick up your card.

Step 3: TSA Background Check

After enrollment, TSA conducts a Security Threat Assessment that checks multiple databases:

Criminal history records check — FBI fingerprint database and state criminal records

Immigration status verification — confirmation of lawful status in the United States

Intelligence database check — terrorist watchlist and other government databases

Standard timeline: 8-12 weeks from enrollment to determination

Expedited timeline: Approximately 5 business days ($55.25 extra)

You can check your application status online using your enrollment ID. If your background check reveals a potential disqualifying offense, TSA issues an "Initial Determination of Threat Assessment" and gives you the opportunity to respond before making a final decision. Background Check Same as Hazmat

The TSA Security Threat Assessment for TWIC is the same background check used for the Hazmat Endorsement. If you already have one, the other can be obtained at a reduced fee. If you are denied TWIC, you will also be denied a hazmat endorsement since both use the same disqualification criteria.

Step 4: Card Pickup

Once your background check clears, you will be notified that your card is ready for pickup. You must pick it up in person at the enrollment center — TWIC cards cannot be mailed.

You have a limited window to pick up your card — typically 90 days from notification. If you fail to pick up within the window, you may need to re-enroll and pay fees again. Schedule pickup as soon as you receive the notification.

Step 5: Card Activation

During pickup, the enrollment agent activates your card by having you verify your fingerprint against the stored biometric template on the card chip. This confirms you are the person the card was issued to. Once activated, the card is ready for immediate use at any MTSA-regulated facility. Your TWIC is valid for 5 years from the date of issuance.

The renewal process mirrors the initial application but at a reduced cost of $60. Start the renewal process at least 6 months before your card expires to avoid gaps in access.

Replacing a Lost or Damaged Card

If your TWIC card is lost, stolen, or damaged, you can get a replacement for $60. Report the loss immediately by contacting the TWIC help desk — this ensures the lost card is added to the Cancelled Card List (CCL) so it cannot be misused.

The replacement process requires a visit to an enrollment center for new biometrics and photos, but no new background check is needed if your current card has not expired. Processing time for replacements is typically faster than initial issuance — usually 2-4 weeks.

If you update your legal name or address, you must report the change but do not necessarily need a new card unless the name change is significant enough to cause identification issues at port security checkpoints.
