Why You Need a Trucking Compliance Calendar

Trucking compliance is not a once-a-year task. Between federal, state, and industry requirements, there are deadlines scattered across every month of the year. Missing even one can trigger fines, put your authority at risk, or ground your trucks. The FMCSA alone enforces over a dozen separate filing and registration requirements, each with its own schedule and penalties.

The biggest problem most carriers face is not understanding the rules — it is simply forgetting when things are due. An owner-operator running loads every day has enough on their plate without tracking whether their IRP registration expires next month or whether their BOC-3 process agent is still active.

This calendar consolidates every major compliance deadline for 2026 into one reference. Use it to set calendar alerts, delegate tasks to your compliance team, or hand it to your dispatch service so everyone knows what is coming.

Q1: January - March 2026 Deadlines

Jan 5

FMCSA Clearinghouse Annual Query Deadline

Employers must complete a full query of the FMCSA Drug & Alcohol Clearinghouse for every CDL driver they employed during the prior year. Full queries require written driver consent. Failure to query can result in fines up to $16,000 per violation. Owner-operators who employ themselves still must conduct the annual query.

Jan 31

Q4 2025 IFTA Return Due

Your IFTA quarterly return for October-December 2025 is due. File through your base jurisdiction's online portal. Even if you did not operate during Q4, you must file a zero return if your IFTA license was active. Late filing penalty is typically $50 minimum plus interest.

Jan-Mar

Annual DOT Inspection Due (If Not Yet Current)

Every commercial motor vehicle must pass a comprehensive annual inspection per 49 CFR Part 396.17. The inspection is valid for 12 months from the date performed. If your last annual inspection was in early 2025, schedule the renewal now. Operating with an expired annual inspection is an out-of-service violation during roadside inspections.

Jan-Mar

Random Drug & Alcohol Testing - Q1 Selections

Ensure your Q1 random drug and alcohol testing selections are completed. FMCSA requires random testing of at least 50% of your CDL driver pool for drugs and 10% for alcohol annually. Tests must be spread throughout the year, not batched. If you use a consortium or third-party administrator (C/TPA), verify they have made Q1 selections.

Clearinghouse II Rule Change

Starting November 18, 2024, the Clearinghouse II final rule eliminated the employer option to accept a driver's consent for limited queries in lieu of full queries for annual checks. Employers must now conduct full queries for annual compliance. Ensure your process is updated for 2026.

Q2: April - June 2026 Deadlines

Apr 30

Q1 2026 IFTA Return Due

File your IFTA return for January-March 2026. Gather your jurisdiction mileage reports from your ELD and fuel purchase records before filing. Remember to include all qualified vehicles and all jurisdictions where you traveled, even for short distances through transit states.

Apr-Jun

IRP Registration Renewal (Varies by State)

International Registration Plan (IRP) cab cards typically expire on a staggered schedule set by your base jurisdiction. Many states issue cab cards with an April or June expiration. Check your cab card expiration date and begin the renewal process at least 30 days before expiration. Operating with expired IRP registration results in fines and potential vehicle impoundment.

Apr-Jun

CDL Medical Certificate Renewal Check

CDL medical certificates (DOT physicals) are valid for up to 24 months but may be issued for shorter periods based on health conditions. Check your certificate expiration date and schedule your DOT physical at least two weeks before it expires. Driving with an expired medical certificate is a driver out-of-service violation.

Apr-Jun

Insurance Policy Review & Renewal

Many trucking insurance policies renew in the spring. Review your coverage limits, verify your policy meets FMCSA minimum insurance requirements, and shop rates if your premium has increased. A lapse in insurance coverage can result in immediate authority revocation.

Start IRP Renewal 60 Days Early

IRP renewal processing times vary by state and can take 2-4 weeks during busy periods. Starting 60 days before your cab card expiration gives you a comfortable buffer. Some states offer online renewal through their IRP portal, while others require paper applications. Know your state's process before the deadline approaches.

Q3: July - September 2026 Deadlines

Jul 31

Q2 2026 IFTA Return Due

File your IFTA return for April-June 2026. If Q2 is your highest-mileage quarter, expect a larger tax liability. Verify that your fuel purchase records match your fuel card statements. Discrepancies between your records and your fuel card data will cause problems if you are selected for an IFTA audit.

Jul-Sep

Mid-Year Drug & Alcohol Testing Review

By mid-year, you should have completed approximately half of your annual random testing selections. Review your testing log with your C/TPA to confirm you are on track. If selections have been delayed, schedule catch-up tests now. FMCSA auditors check that testing was distributed throughout the year.

Jul-Sep

IFTA License and Decal Renewal Preparation

IFTA licenses and decals expire on December 31 each year. While renewal is not due until Q4, many base jurisdictions begin accepting renewal applications in Q3. Filing early ensures your new decals arrive before the current ones expire, avoiding gaps that can result in fines during roadside inspections.

Q4: October - December 2026 Deadlines

Oct 31

Q3 2026 IFTA Return Due

File your IFTA return for July-September 2026. This is also a good time to review your year-to-date IFTA filing accuracy. If you notice patterns where one state consistently shows high tax liability, verify your mileage allocation is correct for that jurisdiction.

Oct-Dec

UCR Registration for 2027

Unified Carrier Registration (UCR) for the upcoming year typically opens in October. Register at ucr.gov before the enforcement date to avoid penalties. UCR fees are based on your fleet size and range from $176 for 0-2 vehicles to over $73,000 for the largest fleets. Most owner-operators pay the minimum bracket.

Dec 31

IFTA License and Decal Expiration

Your current IFTA license and decals expire on December 31, 2026. If you have not renewed yet, do so immediately. Operating in January 2027 without valid IFTA credentials means you are non-compliant in every IFTA jurisdiction you enter, subject to fines at every weigh station and during any roadside inspection.

Dec

Year-End Drug & Alcohol Testing Completion

Confirm all required random drug and alcohol tests for 2026 have been completed. Your C/TPA should provide a year-end summary showing the number of tests conducted versus required. If you are short on selections, schedule remaining tests before December 31. Document everything — FMCSA auditors will review your testing records.

UCR Registration Opens in October

Do not wait until the last minute for UCR registration. The UCR registration process is straightforward and takes about 15 minutes online. Registering early means one fewer compliance task to worry about during the busy holiday freight season.

Recurring Monthly and Annual Compliance Tasks

Beyond the quarterly and annual deadlines, several compliance tasks require ongoing attention throughout the year:

TaskFrequencyConsequence of Missing
Driver Vehicle Inspection Reports (DVIRs)Daily (pre-trip and post-trip)OOS violation, CSA points
Hours of Service ComplianceDaily (via ELD)Fines, OOS, CSA score impact
CSA Score MonitoringMonthly (after FMCSA update)Missed violations, broker restrictions
Insurance Certificate VerificationMonthlyAuthority suspension if coverage lapses
BOC-3 Process Agent VerificationAnnually (or when agent changes)Authority processing delays
Driver Qualification File UpdatesAnnually per driverAudit violations, fines up to $16,000

MCS-150 Biennial Update Schedule

The MCS-150 biennial update is required every two years to keep your motor carrier registration current with FMCSA. Your filing month is determined by the last digit of your USDOT number:

Last Digit of USDOT#Filing Month2026 Due (if biennial year)
1JanuaryJanuary 31, 2026
2FebruaryFebruary 28, 2026
3MarchMarch 31, 2026
4AprilApril 30, 2026
5MayMay 31, 2026
6JuneJune 30, 2026
7JulyJuly 31, 2026
8AugustAugust 31, 2026
9SeptemberSeptember 30, 2026
0OctoberOctober 31, 2026

Whether your USDOT number is due for a biennial update in an odd or even year depends on when you were first issued the number. Check your last MCS-150 filing date on the FMCSA SAFER system to confirm your next due date. Failure to file your biennial update can result in USDOT number deactivation, which effectively shuts down your authority to operate.

File Your MCS-150 Even If Nothing Changed

Even if your company information has not changed since your last filing, you must still submit the biennial update on schedule. FMCSA uses the filing date to confirm your carrier is still active. The update is free and can be filed online through the FMCSA portal in about 15 minutes.

Penalties for Missing Compliance Deadlines

Compliance penalties in trucking are not just inconvenient — they can be financially devastating and operationally crippling. Here is what you face for the most common missed deadlines:

Late IFTA Filing

Minimum $50 penalty per quarter plus interest charges that accrue daily on any unpaid tax. Continued non-filing can result in IFTA license revocation, meaning you cannot legally operate in any IFTA jurisdiction. Learn more about IFTA penalties.

Missed UCR Registration

UCR enforcement varies by state, but fines range from $100 to $5,000 per violation. Some states issue citations during roadside inspections for carriers without current UCR registration. Repeat offenders face escalating penalties. Read our UCR registration guide for details.

MCS-150 Non-Filing

FMCSA can deactivate your USDOT number for failure to file the biennial update. A deactivated USDOT number means your operating authority is no longer valid. You cannot legally operate, and reactivation requires filing the overdue update plus potentially going through the new entrant process again.

Clearinghouse Query Failure

Failing to conduct required Clearinghouse queries can result in civil penalties up to $16,000 per violation. During FMCSA audits, investigators specifically check Clearinghouse compliance. Allowing a driver with a Clearinghouse violation to continue operating in a safety-sensitive function compounds the penalty exposure.
