What is Fuel Surcharge?

Fuel surcharge (FSC) is an additional charge added to freight rates to compensate carriers for fluctuating diesel fuel costs. Understanding FSC helps you ensure you're not losing money when fuel prices spike.

How Fuel Surcharge Works

Fuel surcharge adjusts your payment based on current diesel prices compared to a baseline. When fuel prices rise, your FSC increases. When they fall, it decreases. This protects both carriers and shippers from fuel price volatility. Most FSC tables reference the weekly diesel report from the U.S. Energy Information Administration.

Standard FSC Calculation

(Current Diesel - Base Price) ÷ MPG × Miles = FSC

Example Calculation:

  • Current diesel: $4.25/gallon
  • Base price: $1.20/gallon
  • MPG assumption: 6 MPG
  • Trip distance: 800 miles

Result:

  • ($4.25 - $1.20) ÷ 6 = $0.508/mile
  • $0.508 × 800 = $406.67 FSC
  • This gets added to your line-haul

FSC Rate Table Example

Most brokers use an FSC table that assigns a per-mile rate based on diesel price ranges. Load boards like DAT also publish average FSC benchmarks to help carriers compare offers:

Diesel Price (DOE)FSC Per Mile
$3.50 - $3.59$0.38
$3.60 - $3.69$0.40
$3.70 - $3.79$0.42
$3.80 - $3.89$0.44
$3.90 - $3.99$0.46
$4.00 - $4.09$0.48
$4.10 - $4.19$0.50
$4.20 - $4.29$0.52
$4.30+$0.54+

Watch Out for Low FSC Tables

Some brokers use FSC tables with low base prices or low MPG assumptions that don't adequately cover your actual fuel costs. Compare their FSC to your real fuel expenses. If you're getting $0.35/mile FSC when diesel is $4.00+, you're losing money.

All-In vs Line-Haul + FSC

All-In Rate

Single price that includes everything - no separate FSC.

  • + Simple, easy to compare
  • + No surprises at invoice
  • - Locked in if fuel rises
  • - No protection from spikes

Line-Haul + FSC

Base rate plus variable fuel surcharge.

  • + Protected when fuel rises
  • + Better for long-term lanes
  • - FSC may be inadequate
  • - More complex invoicing

Calculate Your Real Fuel Cost Per Mile

Know your actual MPG and fuel costs. If you average 6.5 MPG and diesel is $4.00, your fuel cost is about $0.62/mile. If a broker offers only $0.40/mile FSC, you're $0.22 short per mile. On a 1,000-mile run, that's $220 out of your pocket.

Where to Find Diesel Prices

DOE Weekly Retail Price

Official government benchmark used by most FSC tables. Updated every Monday at eia.gov

Truck Stop Diesel Prices

GasBuddy, Trucker Path, and fleet fuel card apps show real-time prices. Useful for planning fuel stops and comparing to DOE average.

Fuel Surcharge FAQ

Common questions about FSC in trucking

How is fuel surcharge calculated?

FSC is typically calculated using the DOE (Department of Energy) national diesel average. The formula varies by carrier/broker but usually: (Current diesel price - Base price) ÷ MPG × Miles = FSC. Most use 5-6 MPG as the standard. If diesel is $4.00/gal with a $1.20 base at 6 MPG on a 500-mile trip: ($4.00-$1.20) ÷ 6 × 500 = $233 FSC.

What is a good fuel surcharge rate?

A fair FSC should cover your actual increased fuel costs. As of 2026, rates typically range from $0.40-0.65 per mile depending on diesel prices. If a broker offers less than $0.35/mile when diesel is over $4.00, you're likely losing money on fuel.

Should I accept all-in rates or line-haul plus FSC?

Line-haul plus FSC protects you when fuel prices rise - your FSC increases automatically. All-in rates lock you in regardless of fuel costs. For consistent lanes, FSC-based pricing is usually better. For spot market loads, all-in can be fine if you calculate your fuel costs properly.

How often does fuel surcharge change?

Most FSC tables update weekly based on the DOE diesel price report (released every Monday). Some brokers use the previous week's average, others use current pricing. Verify which week's fuel price the broker is using in your rate confirmation.

Can I negotiate fuel surcharge?

Yes, FSC is negotiable. If a broker's FSC table uses outdated base prices or low MPG assumptions, push back. You can also negotiate the base fuel price threshold or the MPG calculation. Every penny per mile adds up over thousands of miles.
