Fuel Surcharge Basics

What is a fuel surcharge?

A variable fee added to freight rates to offset fluctuating diesel prices. It adjusts weekly based on the DOE diesel index.

How often does it change?

Most FSC tables update weekly, following the U.S. Energy Information Administration (EIA) diesel price report released every Monday.

Who pays the fuel surcharge?

Shippers pay FSC to carriers through brokers. It's supposed to pass through to offset your actual fuel costs.

Is FSC taxable income?

Yes, FSC is part of your gross revenue and is taxable. However, you can deduct actual fuel expenses.

FSC Calculation Methods

Per-Mile FSC

Most common. A cents-per-mile amount based on current diesel prices.

Example: Current DOE: $3.50/gal → FSC: $0.42/mile

Pros:

  • Easy to calculate
  • Transparent
  • Industry standard

Cons:

  • Doesn't account for MPG differences
  • Based on averages

Percentage of Line Haul

FSC calculated as percentage of base freight rate.

Example: $2.00/mi line haul × 20% FSC = $0.40/mi fuel surcharge

Pros:

  • Scales with load value
  • Simple math

Cons:

  • Doesn't reflect actual fuel costs
  • Can be manipulated

Flat Rate FSC

Fixed fuel surcharge regardless of diesel prices.

Example: $0.35/mi flat FSC regardless of current diesel

Pros:

  • Predictable
  • Easy budgeting

Cons:

  • Doesn't adjust to market
  • Risk if diesel spikes

We check FSC before booking

Before confirming any load, we verify that the fuel surcharge matches the current DOE diesel price. If a broker's FSC is more than $0.04/mile below the standard rate, we either negotiate up or walk away from the load.

FSC must be a separate line item

We require FSC shown separately on every rate confirmation. This protects our carriers when diesel prices change mid-contract and makes invoicing transparent.

Equipment matters for FSC

FSC Red Flags to Watch For

FSC not shown separately on rate confirmation

Risk: May not be getting actual FSC - could be buried in lower line haul

Action: Always request FSC shown as separate line item

FSC locked for multi-week period

Risk: If diesel rises, you absorb the increase

Action: Negotiate weekly FSC adjustments on longer contracts

Base rate seems too high with no FSC

Risk: They may have lowered FSC to 0 and raised line haul - you lose when diesel drops

Action: Ask for the FSC schedule being used

Percentage FSC on low-rate loads

Risk: 20% of $1.50/mi = $0.30 FSC, which may be below actual cost

Action: Prefer per-mile FSC on low-rate freight
